Proposal for Self-Printable Inspection Extension Certificates for Individual Vehicle Owners

The Vietnam Register is suggesting the development of a new technology system that would enable vehicle owners who need to undergo inspections to generate their own extended inspection confirmation papers.

The Vietnam Register has recently submitted a proposal to the Ministry of Transport, suggesting that private vehicles with under 9 seats should have their inspection period automatically extended without the need to visit a registration unit. The Vietnam Register, in coordination with the Traffic Police Department and the Ministry of Public Security, aims to streamline the process of automatically extending the Certificate of Registration and Inspection Stickers for vehicles under 9 seats that do not operate in transport, according to the new inspection cycle outlined in Circular No. 02/2023 of the Ministry of Transport.

As per Circular No. 2/2023 of the Ministry of Transport, vehicles with under 9 seats that do not operate in transport are exempted from inspection for 36 months for vehicles manufactured within 7 years (previously 30 months). The periodic inspection cycle has been extended to 24 months (an increase of 6 months compared to the previous cycle) for these vehicles. Vehicles manufactured between 7 to 20 years (previously 12 years) have a periodic cycle of 12 months, while vehicles over 20 years have a 6-month cycle. Vehicle owners must have their vehicles inspected prior to confirming the new inspection cycle.

Under this plan, the Vietnam Register will develop software that allows owners to use an inspection application to print a confirmation of the automatic inspection extension, eliminating the need to visit an inspection center for the reissuance of the Certificate of Registration or Inspection Stickers. When vehicles are checked by the traffic police on the road, owners only need to present this confirmation, providing evidence that the vehicles meet the technical safety and environmental protection requirements for circulation.

To implement this proposal, the Ministry of Transport will seek permission from the Ministry of Justice and the government to continue amending and supplementing Circular No. 16/2021 of the Minister of Transport’s regulation on technical safety inspection and environmental protection of road motor vehicles. This will help streamline procedures and ensure a more efficient process.

Explaining the rationale behind this proposal, officials from the Vietnam Register emphasized that privately-owned vehicles with under 9 seats that do not operate in transport are lightly used, regularly maintained, and repaired. Therefore, most of these vehicles do not require reinspection before the extension period while still meeting the requirements for technical safety and environmental protection.

Currently, privately-owned vehicles with under 9 seats account for approximately 33-43% of the total number of vehicles due for inspection each month. If these vehicles can immediately apply the inspection cycle without the need to visit inspection centers, it will significantly reduce the workload for these units. This, in turn, will alleviate the burden on inspection centers and provide maximum convenience for individuals and businesses.
