From August 1st, 2024, vehicle owners will no longer need to bring their vehicles to the registration authority as before, instead, they will utilize postal services to obtain their vehicle registration certificates and license plates.
The Ministry of Public Security has recently issued Circular No. 28/2024/TT-BCA (effective from August 1st), amending and supplementing several articles of Circular No. 32/2023/TT-BCA dated August 1st, 2023, and Circular No. 24/2023/TT-BCA dated July 1st, 2023, regarding vehicle registration and licensing procedures.
Notably, Circular 28/2024 adds to Article 12 of Circular 24/2023/TT-BCA, outlining the procedures for first-time vehicle registration. Specifically, Vietnamese citizens can now register their vehicles for the first time using online public services (for domestically manufactured or assembled vehicles) via the public service portal or VNeID.
As a result, starting August 1st, vehicle owners are no longer required to bring their vehicles to the registration authority. Instead, they can register for postal services to receive their vehicle registration certificates and license plates. When obtaining these documents, owners must submit the Vehicle Quality Inspection Certificate (with the engine and chassis numbers scratched off and the manufacturer’s seal affixed) via the public postal service.
If the owner fails to submit the Vehicle Quality Inspection Certificate with the scratched-off engine and chassis numbers or provides incorrect information, they must bring their vehicle to the registration authority to have the numbers scratched off and to receive their vehicle registration.
Also, from August 1st, owners can punch the license plate number on the Public Service Portal or the National Identification Application as per Clause 2, Article 12 of Circular 24/2023. The portal or application will then notify the owner of the assigned license plate number and provide instructions for paying the vehicle registration fee via text message, email, or notification on the application.
Once the registration fee is successfully paid, the owner will be notified through the public service portal or the National Identification Application. Thereafter, the registration official will receive, inspect, and adjust the data of the online first-time vehicle registration from the public service portal or VNeID to the vehicle registration and management system. They will then print the vehicle registration form and certificate for approval before sending them, along with the license plate, to the vehicle owner via postal services.
Circular No. 28/2024 also amends and supplements the provisions regarding the declaration of first-time vehicle registration procedures for domestically manufactured or assembled vehicles through the public service portal or the VNeID application, effective from August 1st, 2024.
