Under the new regulations stipulated in the Road Traffic Order and Safety Law, owners of a B1 driving license issued from January 1, 2025, onwards will not be permitted to drive cars.

The Road Traffic Order and Safety Law No. 36/2024/QH15, dated June 27, 2024, has been officially approved by the National Assembly. This law introduces changes to the classification of driving licenses, aligning with the 1968 Vienna Convention, to which Vietnam is a signatory. The new regulations will come into force on January 1, 2025, and divide driving licenses into 15 categories: A1, A, B1, B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, and DE. Consequently, from January 1, 2025, driving licenses in categories A2, A3, A4, B2, E, FB2, FD, FE, and FC will no longer be valid, and new categories, including A, C1, D1, D2, BE, C1E, CE, DE, D1E, and D2E, will be introduced.

Here are the specifics of the new driving license classifications:

– A1 driving licenses can be exchanged for or reissued as A-category licenses, with the restriction that holders can only operate two-wheeled motorcycles with a cylinder capacity of up to 175cc or an electric motor power output of up to 14kW.

– A2 driving licenses can be exchanged for or reissued as A-category licenses.

– A3 driving licenses can be exchanged for or reissued as B1-category licenses.

– A4 driving licenses can be exchanged for or reissued as certificates for operating specialized vehicles, specifically for operating tractors with a payload of up to 1,000kg, along with a certificate for supplementary legal knowledge about road traffic.

– B1 automatic driving licenses can be exchanged for or reissued as B-category licenses, with the restriction that holders can only drive automatic cars.

– B1 and B2 driving licenses can be exchanged for or reissued as either B or C1-category licenses, along with a certificate for operating specialized vehicles for tractors with a payload of up to 3,500kg.

– C-category driving licenses remain unchanged and can be exchanged or reissued in the same category, along with a certificate for operating specialized vehicles for tractors with a payload exceeding 3,500kg.

– D-category driving licenses can be exchanged for or reissued as D2-category licenses, along with a certificate for operating specialized vehicles for tractors with a payload exceeding 3,500kg.

– E-category driving licenses can be exchanged for or reissued as D-category licenses, along with a certificate for operating specialized vehicles for tractors with a payload exceeding 3,500kg.

– FB2 driving licenses can be exchanged for or reissued as either BE or C1E-category licenses, along with a certificate for operating specialized vehicles for tractors with a payload of up to 3,500kg.

– FC-category driving licenses can be exchanged for or reissued as CE-category licenses, along with a certificate for operating specialized vehicles for tractors with a payload exceeding 3,500kg.

– FD-category driving licenses can be exchanged for or reissued as D2E-category licenses, along with a certificate for operating specialized vehicles for tractors with a payload exceeding 3,500kg.

– FE-category driving licenses can be exchanged for or reissued as DE-category licenses, along with a certificate for operating specialized vehicles…
