Circular 79/2024/TT-BCA, which stipulates the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized machinery, will come into effect at the beginning of 2025. So, will vehicles with 3 or 4-digit license plates still be allowed on the roads from this point onwards?
Clause 3, Article 39 of Circular 79/2024/TT-BCA on transitional provisions states that vehicles with 5-digit license plates bearing the prefixes “MK”, “TD”, “LD”, “DA”, “MD”, “R”, “CT”, “LB”, or “CD” registered before this Circular comes into effect, as well as those with 3 or 4-digit license plates, are still permitted to operate on the roads. If the vehicle owner wishes to change the license plate or performs procedures for re-issuance of the vehicle registration certificate, license plate, or vehicle transfer of ownership, the license plate will be changed according to the provisions of this Circular.
Thus, from the beginning of next year, vehicles with 3 or 4-digit license plates can still be used on the roads. Only when the owner wishes to change the license plate or performs procedures for re-issuance of the vehicle registration certificate, license plate, or vehicle transfer of ownership, will the license plate be changed to conform to the new regulations.
Regarding the requirements for road traffic participation, Article 56 of the 2024 Law on Road Traffic Order and Safety stipulates that drivers of vehicles participating in road traffic must meet age and health requirements as prescribed by law; possess a valid driver’s license with a valid score, appropriate to the type of vehicle being driven, issued by a competent authority, except for motorbike drivers as prescribed in Clause 4, Article 56 of this Law. When participating in road traffic, drivers must carry the following documents:
Vehicle registration certificate or notarized copy of the vehicle registration certificate together with the original copy of the confirmation document of the credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch;
Driver’s license corresponding to the type of vehicle being driven; Certificate of technical safety inspection and environmental protection for motor vehicles as prescribed by law; Compulsory civil liability insurance certificate for motor vehicle owners.
Drivers of specialized machinery participating in road traffic must meet age and health requirements as prescribed by law; possess a certificate or specialized machinery driving license corresponding to the type of specialized machinery being driven; possess a driver’s license with a valid score or a certificate of legal knowledge training in the field of road traffic. When participating in road traffic, drivers of specialized machinery must carry the following documents:
Vehicle registration certificate; Certificate or specialized machinery driving license; Driver’s license or certificate of legal knowledge training in the field of road traffic;
Certificate of technical safety inspection and environmental protection for specialized machinery as prescribed by law; Compulsory civil liability insurance certificate…
In case the documents prescribed in Clause 1 and Clause 2 of Article 56 of the 2024 Law on Road Traffic Order and Safety have been integrated into the electronic identification account, the presentation and inspection can be done through the electronic identification account.
Motorcycle drivers participating in road traffic must understand road traffic rules, have driving skills, and meet the age and health conditions prescribed in Point a, Clause 1, and Clause 2, Article 59 of this Law.
