Circular 35 by the Ministry of Transport has recently added regulations for driving licenses for electric motor vehicles.

Recently, the Ministry of Transport issued Circular 35/2024/TT-BGTVT regulating training, examination, and issuance of driving licenses; issuance and use of international driving permits; training, examination, and certification of road traffic law knowledge. The circular will take effect from January 1, 2025.

According to the circular, the curriculum and minimum time allocation for training electric cars will be similar to the training curriculum for automatic transmission car driving licenses of Category B.

Specifically, in terms of theoretical training, learners of electric car driving licenses will have to study the following contents: Road Traffic Law; construction and common repairs; morality, traffic culture, and prevention of harmful effects of alcohol and beer when participating in traffic; fire prevention and fighting skills, rescue and rescue; driving techniques; software for simulating traffic situations.

In terms of practice, the time for learners of electric car driving licenses to practice driving in the driving yard is the same as that for manual transmission cars, which is 41 hours. The time for practical driving on the road is 24 hours, while for manual transmission cars it is 40 hours. The number of hours of practice in the cabin for trainees of electric car driving licenses and manual transmission cars is the same at two hours. The total training distance for an electric car trainee is 1,000 km, while for a manual transmission car, it is 1,100 km.

In reality, the operation and use of electric cars are no different from automatic transmission cars, only the names differ. Therefore, the Circular supplements the regulations for automatic electric vehicles.

According to Circular 35, a person with a driving license is only allowed to drive the type of vehicle specified in the license.
