On the morning of December 12, 2024, the Hanoi People’s Council passed a resolution on the implementation of low-emission zones (LEZ). Taking effect from January 1, 2025, this resolution aims to concretize the amended Capital Law. The LEZ is an area designated to restrict polluting vehicles, thereby improving air quality.
According to the resolution, from 2025 to 2030, the city will pilot the establishment of LEZs in some areas of Hoan Kiem and Ba Dinh districts, while encouraging other districts to do the same. From 2031 onwards, areas meeting one of the following criteria will be mandated to implement LEZs.
There are two criteria, which are:
– Strict protection zones and restricted emission zones as defined in the Master Plan for the Capital City until 2030, with a vision towards 2050;
– Areas that frequently experience traffic congestion and have an average air quality that fails to meet the National Technical Regulations for at least one year.
Measures to be implemented in the LEZs to ensure environmental protection include:
– Prohibiting the circulation of heavy-duty diesel trucks;
– Restricting or prohibiting the entry of cars that do not meet Euro 4 emission standards and motorcycles/scooters that do not meet Euro 2 emission standards, either during specific time periods or in certain zones.

In addition, the city’s People’s Committee will propose the issuance of fees and charges for motor vehicles circulating within the LEZ. They will also suggest support policies for residents, organizations, and businesses in the LEZ that switch from fossil fuel vehicles to clean energy or zero-emission vehicles.
Hanoi will also provide support for investments in clean energy transportation infrastructure from the city budget and other legal sources. Furthermore, they will promote community awareness about LEZs and implement other measures suitable to the locality’s characteristics.
According to the National Environment Report for 2016-2020, the average annual concentration of PM2.5 in Hanoi was nearly twice the National Technical Regulations. Meanwhile, the average annual concentration of PM10 exceeded the Vietnamese standard by 1.3 to 1.6 times.
The main sources of air pollution in Hanoi are identified as emissions from road vehicles and road dust. According to statistics from the Department of Transport, as of April 2024, there were over 8 million vehicles in Hanoi, including more than 1.1 million cars and approximately 6.9 million motorcycles. Among these, over 72% of the motorcycles were over 10 years old.
