**Per Decree 176/2024/ND-CP, citizens who report traffic violations may be rewarded up to VND 5 million. So, how can individuals send traffic violation clips and what conditions must these clips meet?**

Clause 1, Article 16 of Decree 135/2021/ND-CP stipulates that individuals who have recorded traffic violation clips can provide them to the Traffic Police units through the following methods:

– Visit the headquarters of the Traffic Police unit where the incident occurred to submit the traffic violation clip.
– Send the violation clip via email, the electronic portal or webpage, or the hotline number.
– Send the violation clip via postal services.
– Send the violation clip via data-sharing software.

When submitting a violation clip, individuals must provide their name, address, and contact information in case the authorities need to reach them, and they must cooperate with the Traffic Police upon request.

The receiving Traffic Police unit is responsible for ensuring the confidentiality of the reporter’s name, address, contact information, and any other personal details.

Individuals are also held accountable for the authenticity and integrity of the submitted clip.

The Road Patrol and Control Guidance Division, the Traffic Police Division, and the District-level Traffic Police and Order Team are responsible for communicating the designated email address and electronic portal for receiving violation clips, as well as organizing a 24/7 on-call team to receive these clips.

Currently, there are multiple avenues for citizens to submit information, images, and clips reporting traffic violations, such as through applications like VNeTraffic and iHanoi, or via the hotlines of the Traffic Police Department or the Traffic Police Division of local Public Security.

According to Article 17 of Decree 135/2021/ND-CP, traffic violation clips sent to the Traffic Police will be used as a basis for verification, detection of violations, and administrative fines if they meet the following data requirements:

– The clip pertains to the state management field of traffic order and safety.
– The clip’s images do not infringe on the freedom, honor, dignity, privacy, personal secrets, or any other legitimate rights and interests of individuals and organizations.
– The clip objectively, accurately, and truthfully reflects the violation, the time, and the location of the offense.
– The clip meets the requirements for the period of use as stipulated by law.

The period of use for the results obtained through technical means to identify violating organizations or individuals is calculated from the moment the technical means record the results until the end of the last day of the administrative handling period.

As the statute of limitations for administrative handling in the traffic field is one year, if the traffic violation has ended, the statute of limitations is calculated from the time of the end of the violation. If the Traffic Police do not issue an administrative handling decision within this period, the traffic violation clip will no longer be valid for handling.
