Stop, No Parking: Violators Face Hefty Fines of Up to 22 Million VND

According to Clause 6, Article 18 of the 2024 Law on Road Traffic Order and Safety, on roads, participants controlling vehicles are only allowed to stop or park their vehicles close to the right-hand side of the road or pavement, following the direction of travel.

The nearest wheel must not be more than 0.25 meters away from the edge of the road or pavement, and it should not obstruct or endanger other road users.

Decree 168/2024/ND-CP stipulates administrative fines for car drivers, four-wheeled passenger cars with engines, four-wheeled cargo cars with engines, and similar vehicles who do not follow these regulations when stopping or parking:

Stopping a vehicle without adhering to the rule of staying close to the right side of the road or pavement, or having the nearest wheel more than 0.25 meters away, results in a fine ranging from 600,000 VND to 800,000 VND.

Parking a vehicle without following the same rule is subject to a fine ranging from 800,000 VND to 1,000,000 VND.

Stopping or parking a vehicle in violation of regulations and causing a traffic accident will result in a fine ranging from 20 to 22 million VND, along with a deduction of 10 points from the driving license.

Additionally, Decree 168/2024 also imposes the highest penalty of up to 70 million VND on drivers who perform acts such as driving in a zigzag manner, speeding while chasing another vehicle, or using their feet to control the steering wheel while the car is in motion, resulting in a traffic accident. These offenders will also have their driving licenses revoked for 22-24 months.

If the above-mentioned actions are committed without causing a traffic accident, the penalty includes a fine ranging from 40 to 50 million VND and the revocation of the driving license for 10-12 months.

According to Decree 168/2024, a fine ranging from 30 to 40 million VND will be imposed on drivers who commit any of the following five violations:

1. Driving with a blood alcohol content or breath alcohol content exceeding 80 miligrams/100 mililiters of blood or 0.4 miligrams/liter of breath.
2. Refusing to comply with requests for alcohol testing by authorized personnel.
3. Driving under the influence of drugs or other stimulants prohibited by law.
4. Refusing to comply with requests for drug testing or testing for other stimulants prohibited by law by authorized personnel.

In addition to the fine, the violators will have their driving licenses revoked for a period of 22-24 months.
