**From March 1st, Hanoi Pilots a Ban on Cars with 16 or More Seats in Hoan Kiem Lake and Old Quarter Area**
Specifically, according to the plan, from March 1st, the Hanoi Department of Transportation in coordination with Hoan Kiem District will pilot the restriction of cars with more than 16 seats operating in the Old Quarter area and around Hoan Kiem Lake, except for buses and school buses.
The pilot period will last for 6 months, applied during two peak hours: morning from 6:30 AM to 8:30 AM, and afternoon from 4:30 PM to 6:30 PM.
The restricted route for cars over 16 seats: Including the roads of Hang Giay – Dong Xuan – Hang Duong – Hang Ngang – Hang Dao – Dinh Tien Hoang; Hang Dau – Tran Nhat Duat – Nguyen Huu Huan into the Old Quarter of Hanoi and the streets of Ly Quoc Su, Nha Tho, Nha Chung, Quang Trung (the segment from Trang Thi to Nha Chung), Au Trieu, Bao Khanh, Hang Trong, Hang Hang Lane, and Bao Khanh Lane.

To support residents and tourists, the city will arrange 6 transfer points on Ba Trieu, Tran Nhat Duat, Tran Quang Khai, Tran Khanh Du, Phung Hung streets, and Dong Xuan Market area. These points will help passengers switch to suitable means of transportation to continue their journey into the restricted area.
At the moment, Hoan Kiem District is working with transport companies to reduce fares for residents using this transfer service. The pilot scheme has been agreed upon by the majority of residents, as it is expected to improve traffic and living conditions in the area.
However, some hotels and tourism businesses in the Old Quarter are seeking solutions to adapt to this change.
The pilot restriction of cars with 16 or more seats on the streets in the Old Quarter and around Hoan Kiem Lake aims to ensure traffic safety, improve the quality of the living environment, and protect the architectural heritage value of the area.
According to the People’s Committee of Hoan Kiem District, after 6 months of piloting, the authorities will evaluate the effectiveness of this plan and report to the Hanoi People’s Committee for consideration and official deployment.
This move aims to balance tourism development and environmental protection, while also improving the quality of life for local residents.
