Lunar New Year is a time when many take to the roads for extended drives to visit family or for leisure and travel. A change of driving route and a complacent attitude towards sparse vehicle density in the inner city can lead to many drivers being caught off-guard and fined for traffic violations.
The time frame for processing traffic violations without stopping, also known as “phạt nguội”, has been clearly outlined by the Ministry of Public Security in Circular 73.
Within 10 days of detecting a violation, the authorized representative of the Public Security agency or the person with penalty authority begins to identify vehicle information through the national database on population, as well as other relevant agencies and organizations.
Once the results are in, the collected information is sent to the commune-level, ward-level, or district-level Public Security agency.
The vehicle owner is then notified of the violation and the fine through a written document, the VNeTraffic app, or other electronic means if the necessary infrastructure, technical, and informational conditions are met.
Upon receiving the notification, the vehicle owner, organization, or individual involved in the administrative violation must go to the Public Security agency where the violation was detected to resolve the issue.

If the violation remains unresolved after 20 days from the date of notification, the Public Security agency where the violation was detected will send a warning notification to the vehicle registration agency (for vehicles subject to inspection) and the vehicle registration authority, updating the status as a warning notification sent on the administrative violation handling database.
Previously, people could look up “phạt nguội” information through the website of the Traffic Police Department or the Vietnam Register. Several applications on App Store (iOS) or CH Play (Android) also offered this service.
Since the beginning of this year, traffic violations can be checked through the VNeTraffic app, developed by the Traffic Police Department, Ministry of Public Security, and authorized for release by the General Department of Technology – Global Telecommunications.
VNeTraffic uses a VNeID identity account or a QR code-verified account from CCCD to log in. However, this feature has not yet been implemented in the app.
