“Support of up to VND 3 million will be provided to organizations and individuals who help, rescue, and take traffic accident victims to emergency treatment and are commended by provincial-level state management agencies and above.”
Article 85 of the 2024 Law on Road Traffic Order and Safety stipulates that the Road Traffic Accident Damage Reduction Fund is a state financial fund outside the national budget, formed at the central level to mobilize social resources to support the reduction of road traffic accident damage.
At the same time, the Road Traffic Accident Damage Reduction Fund is spent on activities such as supporting victims and families of road traffic accidents; organizations and individuals who help, rescue, and take road traffic accident victims to emergency treatment;
Supporting organizations and individuals engaged in propaganda to reduce road traffic accident damage without state financial assurance.
The Ministry of Public Security proposes to spend up to VND 3 million to support individuals who take accident victims to emergency treatment
On that basis, in the draft Decree of the Government on the source of formation, spending activities, establishment, management, and use of the Road Traffic Accident Damage Reduction Fund, the Ministry of Public Security proposes the following content of spending the Road Traffic Accident Reduction Fund:
Support victims and families of road traffic accidents; Support organizations and individuals who help, rescue, and take road traffic accident victims to emergency treatment;
Support organizations and individuals engaged in propaganda and mobilization of the people to participate in activities to reduce road traffic accident damage without state financial assurance.
Regarding the spending level of the Road Traffic Accident Reduction Fund, Article 12 of the draft Decree proposes: The level of spending on visiting and supporting victims of road traffic accidents, families with victims killed in road traffic accidents: supporting up to VND 10 million for 1 death; not exceeding VND 5 million for 1 injury;
The spending level for visiting and supporting victims with injuries, families with victims killed in road traffic accidents with difficult circumstances on the occasion of the Lunar New Year, “World Day of Remembrance for Road Traffic Victims”: not exceeding VND 5 million for 1 injured person, not exceeding VND 3 million for 1 family with victims killed;
The spending level to support organizations and individuals with achievements in helping, rescuing, and taking road traffic accident victims to emergency treatment and being commended by state management agencies for traffic order and safety at the provincial level and above is not more than VND 3 million;
The spending level to support organizations and individuals who regularly participate in propaganda to reduce road traffic accident damage without state financial assurance is not more than VND 2 million.
Regarding the competence to spend the Road Traffic Accident Reduction Fund, according to Article 10 of the draft, the Minister of Public Security shall detail the content and spending level of the Central Fund at Article 11, Article 12 of the draft Decree at the proposal of the central fund management agency.
The central fund management agency shall have the responsibility to synthesize the damage and support needs of the Provincial People’s Committees and relevant agencies and organizations; organize inspection and examination and propose to the Minister of Public Security for decision.
