To facilitate the repair of expansion joints and the upper surface of the Ring Road 3 flyover, the Hanoi Department of Construction is organizing traffic on this route, from Mai Dich to Thang Long Boulevard.

Specifically, for traffic heading from Mai Dich to Thang Long Boulevard during the day, from 6 am to 10 pm, half of the Ring Road 3 flyover will be barricaded at 9 expansion joint repair locations, with vehicles moving on the remaining half at the construction sites.

At night, from 10 pm to 6 am the following day, all vehicles will be prohibited from traveling on the Ring Road 3 flyover from the Mai Dich overpass to Thang Long Boulevard.

Traffic management plan: Vehicles coming down from the Ring Road 3 flyover will be diverted at the Mai Dich overpass (branch of the urban overpass) and Pham Van Dong Street, then directed to Pham Hung Street (lower Ring Road 3) → through the Pham Hung – Khuat Duy Tien intersection → and up to the Ring Road 3 flyover at the on-ramp on Khuat Duy Tien Street (opposite the Thang Long Number One building) to go to Phap Van.

Hanoi will prohibit all vehicles from traveling on the Ring Road 3 flyover from Thang Long Boulevard to Mai Dich for expansion joint repairs

For traffic heading from Thang Long Boulevard to Mai Dich:

Vehicles will follow the normal route from Thang Long Boulevard to Mai Dich.

Hard barriers will be set up at the on-ramp to the Mai Dich overpass for the Ring Road 3 flyover and at the on-ramp to Pham Hung Street for the Ring Road 3 flyover.

Implementation period: 35 days, from March 23, 2025, to April 27, 2025.

The Hanoi Department of Construction assigns the Infrastructure Maintenance Team of the Traffic Infrastructure Construction Investment Project Management Board as the executing unit, which is responsible for installing adequate signage, barricades, signal lights, and night lighting at the hard barrier locations, with reminders at 200m, 150m, and 50m intervals, as well as at the barrier sites.

On the Ring Road 3 flyover (at the Mai Dich overpass exit), speed limit signs must be placed to gradually reduce speed starting 500m away, with reminders at 300m, 200m, and 100m intervals to ensure traffic safety.

At the daytime barricade locations on the Ring Road 3 flyover, install adequate signage, barricades, and speed limit signs to gradually reduce speed starting 500m away, with reminders at 300m, 200m, and 100m intervals to ensure traffic safety.

Before deployment, coordination must be made with the Traffic Inspectorate, Traffic Police, and local authorities to arrange support for guiding and diverting vehicles at the guard posts, implementing traffic diversion from a distance, and installing a traffic safety assurance system as prescribed.

In case of traffic congestion, there must be a timely solution in coordination with the functional forces to ensure smooth traffic flow.

During the construction process, full traffic safety measures must be implemented, and in case of any accidents, the investor and contractor will be fully responsible.

Vehicles participating in the construction must be registered and permitted by the city’s functional forces to control and minimize the number of vehicles passing through the area…
