The implementation of Decree 168 has brought about a noticeable change in the traffic situation, with roads becoming less congested and road users displaying improved compliance with traffic rules. However, some bad habits still persist, especially at intersections when the traffic light turns green.
At junctions and intersections, when the traffic signal is about to turn green, some drivers hastily start moving even though the red light is still on. This behavior stems from the desire to get a head start and quickly get away from the stationary crowd. Nonetheless, such actions can easily lead to violations if drivers cross the stop line prematurely.
It is important to note that even if the red light has only one second left, driving across the line is still considered a violation of “failure to comply with signal indications.”
According to Decree 168, motorcycle riders who run a red light are subject to a fine of VND 4-6 million and a deduction of 4 points from their driving license. In the event of a traffic accident caused by running a red light, the administrative fine increases to VND 10-14 million, and 10 points are deducted from the driving license.

For car drivers, the penalty for running a red light can reach VND 18-20 million. If a car driver runs a red light and causes a traffic accident, the administrative fine is VND 20-22 million, along with a deduction of 10 points from their driving license.
Compared to the previous year, the penalties for running a red light have increased eightfold. The previous Decree 123 stipulated a fine of VND 800,000 to VND 1 million for motorcycle riders who ran a red light, while car drivers faced a fine of VND 4-6 million and no point deduction.
