The government has just issued Resolution 127 on the implementation of investment policies for the Lao Cai – Hanoi – Hai Phong high-speed rail project.

This resolution outlines special policies and mechanisms that have been approved by the National Assembly, similar to those applied to the high-speed rail project on the North-South axis.

The Ministry of Construction, in coordination with relevant ministries, sectors, and local authorities, is assigned to take the lead in formulating and submitting the project for the Prime Minister’s approval and subsequent implementation, ensuring timely progress.

Local People’s Committees are tasked with land retrieval and compensation, as well as resettlement support. Provinces and cities are expected to proactively allocate local budget funds to compensate and support resettlement for the project.

In terms of progress, the government requires the completion of procedures for approving the technical support project, selecting consulting contractors, and carrying out survey work, feasibility studies, and related tasks by May.

The resolution sets out key milestones: completing the survey, technical design, and overall technical design (including estimates) by June and finalising certain packages by September.

It also involves coordinating with relevant Chinese agencies to negotiate and sign an agreement for the construction of a joint border bridge by July and finalising the feasibility report and related tasks by the same month.

The State Appraisal Council will appraise and submit the feasibility report to the Prime Minister for approval in August.

The resolution emphasizes the importance of selecting contractors for the implementation phase through designated bidding, signing contracts, and ensuring all conditions are met to commence construction by December 2025.

The government urges the acceleration of construction, equipment procurement, and installation, aiming for project completion by 2030.

The Lao Cai – Hanoi – Hai Phong high-speed rail project is proposed with a total length of over 403 km, passing through nine provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong.

Starting at the connection point between Lao Cai New Station and Ha Khau Bac Station in China, in Lao Cai city, the route ends at Lach Huyen Port in Hai Phong. The preliminary investment for this project is estimated at VND 194,929 billion, equivalent to over USD 8 billion.
