In May 2025, the Ministry of Public Security introduced a pilot program in Ho Chi Minh City that allows for the transfer of vehicle ownership (registration) through the National Public Service Portal. This means that residents no longer need to go through a notary when buying or selling used cars. Previously, a similar pilot program was implemented in Ha Nam province in early April 2025 through the VNeID application.

To complete the used car buying and selling procedures, both the buyer and the seller must have a level 2 VNeID electronic identification account and be residents of Ho Chi Minh City. This process mandates the implementation of direct ownership. If the seller is married, transaction authentication from both spouses’ VNeID accounts is required, as stipulated by the 2014 Law on Marriage and Family.

Ho Chi Minh City follows Ha Nam province in piloting used car buying and selling through VNeID

The following are the steps to buy, sell, and transfer vehicle ownership online through VNeID:

Step 1: The vehicle owner accesses the Ministry of Public Security’s National Public Service Portal, logs in with their level 2 VNeID account, selects the option to transfer vehicle ownership, and declares the vehicle information, co-ownership of the seller (if any), and buyer information.

After this, the public service portal will verify the information from the Traffic Police Department’s vehicle registration system and the Population Management Bureau’s civil database. Once the information is checked, the seller confirms it on VNeID.

Step 2: If the information is valid, the National Public Service Portal will send the transaction information to the VNeID accounts of the concerned parties for confirmation with digital signatures. If, after 30 days, one of the individuals does not confirm the information, the transaction will be canceled.

Step 3: If all parties confirm, the National Public Service Portal will send the transaction information to the vehicle registration system and the seller to initiate the procedure for license plate retrieval (the system automatically generates the paperwork, and residents do not need to declare). The electronic tax system will automatically collect the registration fee from the buyer.

Step 4: After the buyer has completed the registration fee payment, the system will generate the registration declaration and send the result to the National Public Service Portal to notify the buyer of the completed registration procedure.

Since the beginning of 2025, procedures such as new car and motorcycle registration and converting B1 and B2 driver’s licenses to C1 have been carried out online through the VNeID application and the National Public Service Portal, in line with the government’s agenda to simplify administrative procedures and promote digitalization.

The Ministry of Public Security is also working on developing a feature for accepting international driver’s license applications online, expected to be operational by June 2025.
