In a recent development, the government has issued Decree 175/2024, which stipulates a first-time registration fee of 2% for motorcycles across the nation, effective from July 1, 2025.

Prior to the decree taking effect, the first-time registration fee for motorcycles in municipalities directly under the central government, provincial cities, and towns where the provincial People’s Committee is located stood at 5%. According to the new regulation, this rate will be reduced to 2%.

For instance, for a Honda Lead standard model priced at approximately 40 million VND, residents of Hanoi or Ho Chi Minh City previously had to pay a registration fee of 2 million VND. However, under the new rate, this fee will amount to only 800,000 VND. For the most affordable model, the Wave Alpha 110, priced at nearly 17.9 million VND, the registration fee has been reduced from around 893,000 VND to approximately 357,000 VND.

For used motorcycles (those paying registration fees from the second time onwards), the fee remains unchanged at 1%, regardless of location.

In addition to motorcycles, the decree also outlines adjustments to registration fees for specific types of vehicles:

Four-wheel passenger vehicles with engines (such as golf buggy), four-wheel cargo vehicles with engines, and specialized motorcycles: a uniform rate of 2% will be applied.

Pick-up trucks (pick-ups) for passenger transport: a registration fee of 10% will be applied, equivalent to that of cars with less than 9 seats.

Double-cab pick-ups, van-type cargo vehicles with two or more rows of seats and a fixed partition: the registration fee applied will be 60% of that for cars with less than 9 seats.

A notable new aspect is the transfer of authority to issue price tables for calculating registration fees for automobiles and motorcycles from the Ministry of Finance to the People’s Committees of provincial and centrally-controlled municipal levels. This move is considered appropriate in terms of decentralization and granting local governments autonomy in tax management.

According to the Ministry of Finance, this change aims to ensure uniformity and fairness amidst the ongoing reorganization of district and communal administrative units, which involves merging administrative areas. Implementing a uniform rate nationwide will prevent residents in merged areas from being subjected to higher fees based on the previous administrative boundaries.
