The Nghe An Province’s Traffic Safety Committee released a preliminary report to the National Traffic Safety Committee Office on July 15 regarding a severe traffic accident that occurred in the area, resulting in three deaths and two injuries.
According to the report, at around 4:30 p.m. on July 13, at the 32.1 km mark of National Highway 46A, in Ba Ha neighborhood, Van An commune, Nghe An province, a car with license plate number 37A-348,95 driven by Mr. Tran Hong S. (35 years old, from Duc Tho district, Ha Tinh province) was involved in an accident while traveling from Kim Lien to Van An.
Mr. Tran Huu Ba (37 years old) and Mr. Nguyen Van Trung (35 years old), both from Hong Son neighborhood, Thuong Tan Loc (formerly), now Van An commune, were passengers in the car.
As the car approached Thien Duong Bridge, it lost control and collided with a roadside milestone, then crashed into a motorbike driven by Mrs. Hoang Thi Quy (52 years old, from Van An commune, Nghe An province) who was traveling in the same direction ahead of them.

The car then collided with another motorbike driven by Mr. Dau Dinh C. (32 years old, from Dai Hue commune, Nghe An province) who was traveling in the opposite direction with his wife, Ms. N.T.B. (28 years old), their son, D.D.Ph. (4 years old), and nephew, D.D.Q. (9 years old).
Subsequently, the car crashed into the Thien Duong Bridge railing (on the right side) and plunged into the Dao River.
Unfortunately, Mr. C. succumbed to his injuries at the hospital, and the body of Q. was recovered from the Dao River at 9:45 p.m. on July 13.
At 0:30 a.m. on July 14, the authorities retrieved Mr. S.’s body from the Dao River, with the initial cause of death attributed to drowning. Ms. B. and her son, Ph., were injured and are currently undergoing treatment at the hospital.
The preliminary report did not specify the exact cause or the speed of the vehicle before the severe accident.
Regarding the speed limit on this particular stretch of road, there is a 50 km/h speed limit sign approximately 500 meters before the accident site due to ongoing roadworks and upgrades on National Highway 46.
However, according to video footage captured by cameras belonging to nearby residents, the car was traveling at a very high speed before the accident.
In the aftermath of this tragic accident, on July 14, Mr. Hoang Phu Hien, Vice Chairman of the Nghe An Provincial People’s Committee, issued a document to departments, branches, and localities requesting them to promptly handle the consequences of the accident in Van An commune.
The Nghe An Provincial People’s Committee has instructed the Nghe An Provincial Police to direct functional forces to promptly investigate, clarify, and strictly handle organizations and individuals that violate the law, causing serious traffic accidents.
The case is being investigated by the Office of the Criminal Investigation Agency (PC01) of the Nghe An Provincial Police, in coordination with relevant agencies.
