The Ho Chi Minh City Police’s Traffic Police Division has recently issued guidance on vehicle registration and license plate issuance within the city following the completion of its reorganization and merger.
Specifically, according to Circular 51/2025 issued by the Ministry of Public Security on June 30, individuals and organizations residing or headquartered in Ho Chi Minh City who wish to register automobiles, motorcycles, and specialized vehicles as of July 1 have the option to do so at the Traffic Police Division or any of the city’s commune, ward, or special district police stations.
For vehicles with auctioned license plates, individuals and organizations residing or headquartered in Ho Chi Minh City can register not only in the city but also at the Traffic Police Division managing the auctioned license plate.
According to the Ho Chi Minh City Traffic Police Division, this decentralization aims to facilitate the process for city residents and organizations, reduce congestion at certain vehicle registration sites, and enhance the efficiency of state management over traffic and transportation.
Apart from the initial vehicle registration process, which can be completed entirely online through the National Public Service Portal, individuals can now also visit any commune, ward, or special district police station in the city to handle procedures related to vehicle registration and management.
In conjunction with this information, the Ho Chi Minh City Traffic Police Division has also provided guidance on the fee rates for the issuance of vehicle registration certificates and license plates, as stipulated in Circular 71/2025 issued by the Ministry of Finance on July 1.

In the above table, Area I comprises all wards and communes directly under Ho Chi Minh City, regardless of whether they are in the inner city or outskirts, excluding province-level special districts. Area II includes province-level special districts within Area I, in this case, the Con Dao Special District of Ho Chi Minh City.
As per the guidance from the Ho Chi Minh City Traffic Police Division, organizations and individuals will pay the fees for the issuance of vehicle registration certificates and license plates according to the rates corresponding to the area where their headquarters or residence is located.
For organizations and individuals who have won auctions for vehicle license plates, the fees for the issuance of vehicle registration certificates and license plates will be based on the rates applicable to the area where they choose to register and obtain license plates for their auctioned vehicles, in accordance with the law on vehicle and motorized vehicle license plate registration.

Additionally, the Ho Chi Minh City Traffic Police Division has provided a detailed list of vehicle registration offices for the city’s 168 commune, ward, and special district police stations.
For instance, individuals can register their vehicles at the Saigon Ward Police Station, located at 74 Ho Tung Mau, Saigon Ward, Ho Chi Minh City. Other options include the Thu Dau Mot Ward Police Station (03 Yersin, Thu Dau Mot Ward, Ho Chi Minh City), the Vung Tau Ward Police Station (171 Hoang Hoa Tham, Vung Tau Ward, Ho Chi Minh City), or the Con Dao Special District Police Station (14 Nguyen Hue, Con Dao Special District, Ho Chi Minh City).
