The Ministry of Public Security is accelerating the nationwide deployment of an AI-integrated traffic violation camera system (AI Camera).
According to the Traffic Police Department (C08), thousands of AI Camera clusters will be installed in Hanoi, Ho Chi Minh City, and along highways in the near future.
Simultaneously, local traffic police forces are reviewing and standardizing vehicle registration and driver’s license data to integrate it with the National Population Database.
Alongside enhancing surveillance infrastructure, traffic police are proposing stricter vehicle management measures, particularly for second-hand motorcycles. The aim is to clearly define owner responsibilities, reducing disputes and administrative violations arising from unregistered ownership transfers.
Recently, many individuals have reported receiving automated fines for vehicles they sold long ago. This occurs because the vehicle remains registered under their name, and license plates are now linked to individual identification numbers under the new regulations.
The Traffic Police Department explains that under current regulations, five-digit license plates are tied to the citizen identification number of individuals or the tax code of organizations. This means the license plate “follows the person,” and the registered owner remains fully responsible for the vehicle.
When the AI Camera system detects a violation, notifications are sent directly to the registered owner. Consequently, if a vehicle has been transferred without proper registration, the previous owner may still be held liable, even in serious cases like traffic accidents or other legal violations involving the vehicle.
The Traffic Police Department advises owners who have sold their vehicles but have not completed ownership transfer or license plate revocation to promptly visit vehicle registration offices to declare and finalize the process. This ensures clear legal responsibility and protects the legitimate rights of vehicle owners.
The synchronization of vehicle data with the National Population Database and the widespread deployment of AI Cameras demonstrate the public security sector’s shift toward digitalized and personalized vehicle management.
Once this system is fully operational, all violations will be automatically detected, recorded, and processed, enhancing transparency and accountability among vehicle users nationwide.
