Ho Chi Minh City is planning to pilot drone technology for rescue operations and delivery services.

This initiative is outlined in the Ho Chi Minh City People’s Committee’s report on the implementation of Resolution 57 by the Politburo and Resolution 71 by the Government, focusing on the development of science, technology, innovation, and national digital transformation.

As part of its long-term strategy, the city aims to establish a low-altitude economic model between 2025 and 2030, with a vision extending to 2045. This innovative approach leverages the airspace below 120 meters to deploy unmanned aerial vehicle (UAV) services and technologies.

The city plans to create a controlled testing space for drones, streamlining flight permit procedures and management processes. The goal is to facilitate businesses and organizations in testing new technological solutions in a secure environment.

Additionally, Ho Chi Minh City intends to boost research and development (R&D), design, and manufacturing of drones. Achieving self-sufficiency in hardware, software, and management infrastructure is seen as crucial for establishing a domestic drone industry.

A UAV industry expert believes Ho Chi Minh City is a high-potential market for drone services. Having proven effective in agriculture, this technology can be expanded to more economically valuable models, such as delivery or passenger transport.

However, the expert notes that the current legal framework has not kept pace with technological advancements. Most UAVs on the market are licensed solely for agricultural use. Expanding into delivery or passenger transport would require more complex flight management, route monitoring, data connectivity, and security measures, which the current system lacks.

Phạm Thanh Toàn, CEO of MiSmart Technology JSC, suggests that Ho Chi Minh City should pilot UAV testing in seaport clusters like Cát Lái or Cái Mép – Thị Vải. These areas have fewer obstacles, high demand for shore-to-ship transportation, and minimal risk to communities.

He highlights Singapore’s successful implementation of this model, using UAVs to deliver medicine, food, and supplies to docked ships.

Toàn also emphasizes that the current UAV management system is limited to basic tracking. For widespread deployment, a centralized monitoring system, similar to road traffic management, is necessary. Each UAV should have a unique “license plate” to identify its owner, operator, and legal liability in case of incidents.
