The European Union (EU) is set to implement a groundbreaking regulatory measure aimed at eradicating mileage fraud in the used car market.

Under this proposal, the mileage of all private vehicles will be automatically recorded, continuously monitored, and stored in each member state’s national database. This innovative mechanism is expected to render tampering with odometers nearly impossible.

According to data from two French automotive analytics firms, 3 to 6% of used cars sold in the country show signs of mileage rollback. Fraudulent practices have become increasingly sophisticated, evolving from manually adjusting mechanical odometers to using electronic devices via the OBD port, and even employing “mileage blockers” like SFKspeed, which can be activated remotely via smartphone apps, making detection extremely challenging.

In response, the EU has agreed to establish a unified regulatory framework. The proposal, submitted by the European Commission in April 2025, is nearing its practical implementation phase. Under the new rules, vehicle mileage will be automatically updated by three primary entities: inspection centers during periodic checks, authorized manufacturer repair shops after each service, and the manufacturers themselves for vehicles capable of remote data transmission via the internet or mobile networks, at a frequency of every three months.

In addition to these mandatory sources, member states may expand data collection from independent repair shops, insurance companies, or car rental firms. All information will be retained for a minimum of three years, and vehicle owners will have full access to their vehicle’s history.

Inspection agencies, law enforcement, national statistical bodies, and Eurostat will also be granted access to this data. A significant innovation is the cross-border synchronization feature. Specifically, when a vehicle is sold to another EU country, its complete mileage history will automatically transfer, effectively eliminating the risk of “mileage resetting” by moving the vehicle to a different country.

Furthermore, the EU mandates that member states impose stringent penalties to deter odometer fraud. While the specific penalties will be determined by each country, they must meet the criteria of being “effective, proportionate, and non-discriminatory.”
