Vingroup, in collaboration with the City of Kinshasa (Democratic Republic of the Congo) and Exposure SARL, has signed a tripartite Memorandum of Understanding (MoU) to establish a comprehensive framework for developing a sustainable, modern, and accessible urban transportation system in Kinshasa.
This agreement marks a significant milestone in advancing the modernization of urban infrastructure and green transformation in the capital of the Democratic Republic of the Congo.
Under the agreement, Vingroup, Exposure, and the City of Kinshasa (through relevant authorities) will jointly research and promote the procurement and deployment of VinFast’s electric vehicles, including buses, cars, and motorcycles, to meet the city’s and its residents’ needs. Additionally, the parties will collaborate to build an electric vehicle ecosystem, encompassing a charging station network and after-sales services.
The agreement focuses on modernizing and greening Kinshasa’s transportation system, targeting both public services and private mobility for administrative staff and citizens.
Through its subsidiary VinFast, Vingroup will provide detailed commercial and technical proposals for the vehicle fleet (buses, cars, motorcycles). Exposure will be responsible for drafting a detailed preliminary business plan for vehicle procurement and infrastructure development, initiating necessary local administrative and legal procedures for import, distribution, and operation. The City of Kinshasa will propose incentive mechanisms, including tax policies, legal frameworks, and infrastructure access, to promote green transportation. A designated agency will oversee and manage the electric bus fleet.
In the initial phase, from now until the end of Q1 2026, the parties aim to finalize formal contracts to achieve these goals. VinFast plans to supply approximately 500 electric buses and 1,000 electric cars for Kinshasa’s public transportation. Concurrently, VinFast and Exposure intend to deploy contracts for supplying and distributing 10,000 to 20,000 electric cars and 50,000 to 100,000 electric motorcycles to the market.
To develop a green ecosystem, the parties will collaborate on establishing an extensive charging station network and authorized service workshops, ensuring stable and convenient operation for electric vehicle users.
Vingroup underscores its commitment to sustainable development and local contribution through knowledge transfer and workforce training. These initiatives include training drivers, technicians, and on-site operators, as well as supporting technical design for electrified transportation infrastructure. Exposure will assess the technical and economic efficiency of the charging network and maintenance facilities. The City of Kinshasa pledges to provide land, allocate charging station locations, and ensure power supply solutions, laying a robust foundation for Vingroup’s green transportation ecosystem.

Previously, the Kinshasa Capital Authority and Vingroup signed an MoU to develop large-scale urban projects in Congo. The agreement includes joint research and development of a riverside megacity on approximately 6,300 hectares, strategically located within the capital’s expansion plan.
The megacity project encompasses residential areas, villas, hospitals, schools, shopping centers, hotels, entertainment zones, and future government offices, poised to become a tourism hub and a new symbol of Kinshasa’s development.
