For compact cars or families requiring extra luggage space during spring trips or summer vacations, installing roof racks is an optimal solution. However, as this modification alters the vehicle’s original height and design, many owners worry about failing vehicle inspections.
In reality, many have resorted to removing roof racks before inspections to avoid complications, despite believing these accessories do not compromise technical safety.
Addressing these concerns, Vietnam’s Registry Department clarified that inspection units refusing to inspect vehicles with added roof racks without a Modification Certificate are fully compliant with regulations. According to Circular No. 47/2024/TT-BGTVT, inspection centers must verify the vehicle’s actual condition against its registration documents. If discrepancies exist and no Modification Certificate is provided, the vehicle is ineligible for inspection, ensuring legal compliance and technical safety.
A notable aspect of Circular No. 47/2024 is the classification of installing roof racks on passenger cars as a simple modification. This exempts owners from submitting design modification files, provided the installation follows manufacturer guidelines and does not increase the vehicle’s overall width. However, obtaining a Modification Certificate remains mandatory, except for vehicles equipped with roof racks by the manufacturer at production.
To ensure a smooth inspection process, owners must prepare the necessary documents, including a modification certification request form and valid vehicle registration. The vehicle should then be taken to any inspection center for evaluation. If it meets technical requirements, the center will issue a Modification Certificate along with the inspection certificate and sticker on the same day. Crucially, owners must update their vehicle registration to reflect this change, ensuring legal compliance for future inspections.
