According to Circular 30/2024 by the Ministry of Transport, vehicles will be denied registration inspection if over 50% of their surface area is painted in a color different from the registered one, starting October 1st, 2024.
Specifically, Appendix II of Circular 30/2024 details the inspection of defects, damage, and evaluation criteria for motor vehicle inspections, clearly outlining the cases where changes in car paint color will result in a failed inspection, and those that are still acceptable.
For instance, if a car owner changes the paint color by using decals that do not alter the vehicle’s registered color, such as a black roof or decorative body decals, it will be considered a minor defect or imperfection (MiD). These vehicles will still pass the color inspection and, if they meet the other criteria, will be granted a registration certificate and inspection sticker.
On the other hand, if the car owner changes the paint color to a shade that covers the largest area of the vehicle and differs from the color mentioned in the registration certificate, the car will fail the registration inspection due to significant damage or imperfection, altering the car’s external identification.
Therefore, car owners who wish to decorate their vehicles by changing the paint color should note that the new color should not exceed 50% of the car’s surface area. The registered color must always be the predominant shade of the automobile.
Additionally, Circular 30/2024 states that cases of car body paint chipping will be considered minor damage or imperfection and accepted during this particular inspection item.
